A single resort in Bali can bill rooms, banquets, spa treatments and laundry in the same day, and each line needs to be assessed for its applicable VAT, withholding and regional tax treatment. That layering is why accounting for a hotel business in Indonesia needs a system, not just simple bookkeeping.
In this blog, we explain how hotel accounting works in Indonesia. We cover USALI, SAK reporting, the 2026 tax stack and the monthly and annual filing calendar.
What Makes Accounting for Hotel Business Different in Practice?
Hotels run several profit centers under one roof. The books must track departmental profitability, seasonality, operating KPIs and the owner-operator split that other industries never face.
Most companies sell one core product. A hotel sells accommodation, food and beverage, function space, wellness, laundry and parking at the same time. Each department needs its own revenue schedule and cost of sales before the totals merge.
In practice, our hospitality clients track up to a dozen profit centers in a single property, with consolidated statements produced monthly for management, lenders and owners. Four features drive that complexity.
1. Multi-Department Revenue Streams
A mid-size property reports rooms, food and beverage, banquets, spa, laundry and parking as separate revenue centers. Each carries its own direct costs, so general management can see which department actually earns money.
2. Seasonal Working Capital
Occupancy swings with seasons, holidays and events, so deposits, prepaid room blocks and cancellation fees move through the books constantly. Monthly cash forecasting matters as much as the annual statements.
3. Operational KPIs Alongside the Accounts
Average daily rate (ADR), occupancy and revenue per available room (RevPAR) sit next to the statutory statements. Investors, lenders and operators all price performance on these metrics, so the system must produce them every month.
4. Owners, Operators and Management Contracts
Most properties are owned by one company and run by an operator that earns a base fee plus an incentive fee tied to gross operating profit (GOP). The books therefore separate operating performance from owner-level items such as rent, depreciation and financing.
Which Financial Reporting Standards Apply to Hotels in Indonesia?
Hotel companies in Indonesia report under the applicable SAK framework issued by the Ikatan Akuntan Indonesia, with PSAK 115, PSAK 116 and PSAK 216 addressing revenue, leases and fixed assets under full SAK.
Financial statements for a hotel company in Indonesia are prepared under the SAK framework. This is the Statement of Financial Accounting Standards (PSAK) issued by the Ikatan Akuntan Indonesia (IAI), the national professional body.
The applicable framework depends on the entity and its reporting obligations. Eligible private entities may use SAK Entitas Privat, while qualifying micro, small and medium entities may use SAK-EMKM.
1. Choosing the Applicable SAK Framework
Assess the hotel's eligibility for SAK Entitas Privat or SAK-EMKM and check any regulatory or lender requirements. The PSAK references below apply under full SAK.
2. Revenue Bundles Under PSAK 115
Room-plus-breakfast packages and loyalty points are assessed for distinct performance obligations, with the transaction price allocated using relative standalone selling prices; cancellation fees are assessed under the contract and applicable revenue-recognition rules. Revenue is recognized as each obligation is satisfied. Room revenue is generally recognized over the guest's stay, and food and beverage revenue on delivery.
3. Leases Under PSAK 116
When the operator leases its building, it recognizes a right-of-use asset and a lease liability instead of rent expense. That restates EBITDA and GOP, so management-fee calculations and bank covenants need adjusting.
4. Fixed Assets Under PSAK 216
Furniture, fixtures and equipment (FF&E) bought per room are capitalized and depreciated over useful lives, while renovations are assessed as additions or expenses. Misclassification skews GOP and the deferred tax position at the same time.
What Taxes Does a Hotel in Indonesia Pay in 2026?
A hotel's tax stack can include corporate income tax, VAT on taxable supplies, regional taxes and withholding obligations.
A hotel company in Indonesia pays four layers of tax: corporate income tax, value added tax, regional taxes and withholding taxes. The headline rates are stable in 2026, but the year brought a structural change for smaller operators.
Government Regulation No. 20 of 2026 took effect on 22 April 2026. Newly registered ordinary PT and CV entities cannot use the 0.5% final MSME scheme. Eligible existing entities may complete their remaining benefit period; qualifying single-founder PTs may also remain eligible. Our overview of Indonesia regulatory, tax and investment updates for businesses explains the 2026 changes in more depth.
Finance teams can check PP 20/2026, PMK 131/2024 and PMK 70/2022 through the Directorate General of Taxes (DJP) and Ministry of Finance regulations portals, alongside the applicable local rules. Because the layers interact, many hotel groups engage us for corporate tax planning and tax advisory services in Indonesia well before filing season.
1. Corporate Income Tax and the 2026 MSME Change
The 2026 corporate income tax rate is 22%, or 19% for qualifying listed companies that meet the 40% trading threshold and the applicable ownership, holding-period and reporting conditions. Companies with annual turnover up to IDR 50 billion can halve the 22% rate on taxable income attributable to turnover up to IDR 4.8 billion. Qualifying individuals, single-founder PTs and cooperatives may use the 0.5% final rate, subject to the applicable conditions. Existing entities may also qualify for transitional treatment. PP 20/2026 sets rules for aggregating family and single-founder PT turnover when testing the ceiling.
2. Value Added Tax on Taxable Supplies
Hotel accommodation and food and beverage subject to regional tax generally do not attract VAT. Other supplies may be taxable, depending on their nature. In 2026 the government confirmed no change in VAT policy. The statutory VAT rate is 12%; for most non-luxury taxable supplies, the 11/12 taxable base under PMK 131/2024 produces an effective burden of 11%, while qualifying luxury goods generally use the full base. A business making taxable supplies generally must register as a Taxable Entrepreneur (PKP) when qualifying turnover exceeds IDR 4.8 billion in a financial year. Smaller businesses may opt to register. PKPs issue tax invoices and file monthly VAT returns through Coretax.
3. Regional Hotel, Restaurant and Entertainment Taxes
Law No. 1 of 2022 allows regional tax of up to 10% on hotel accommodation and food and beverage. Check local rules for the tax base, including the treatment of service charges. Certain entertainment services, including karaoke, bars, nightclubs and spa services, can fall within the 40% to 75% regional tax band. Classification and the local rate must be checked for each service, including any applicable health-service exception.
4. Withholding Taxes on Payroll and Payments
Hotels withhold PPh 21 on staff salaries and generally PPh 23 at 2% on qualifying services. Land or building rent generally attracts final PPh 4(2) at 10%. PPh 26 generally applies at 20% to qualifying fees paid to non-residents, subject to treaty relief. Withheld income tax is generally paid by the 15th of the following month. Transfers of land or buildings also attract final PPh 4(2) at 2.5%.

How Should a Hotel Structure Its Chart of Accounts in Indonesia?
Most properties follow USALI, the Uniform System of Accounts for the Lodging Industry. It maps every department to a revenue schedule and every shared cost to an undistributed expense.
USALI is the de facto chart of accounts for hotels worldwide, and most management contracts used in Indonesia require USALI reporting. The structure runs from departmental profit, through undistributed expenses, down to GOP, and then through fixed charges to owner-level income.
Indonesia-specific mapping matters here. Each USALI line must reconcile to the applicable tax treatment. Room revenue and banquet revenue generally attract regional tax rather than VAT. Inter-department transfers must also net out in consolidated reporting.
1. Operating (Revenue) Departments
Rooms, food and beverage, spa, laundry and parking each carry their own direct payroll and expenses. Departmental profit is the measure operators are judged — and paid — on.
2. Undistributed Expenses
Administrative and general, marketing, information technology, utilities and maintenance sit below the departments. GOP is calculated after these costs, which makes it the operator's headline line.
3. Fixed Charges and Owner-Level Items
Rent, depreciation, interest and management fees come after GOP. Incentive fees are usually a percentage of GOP, so every classification decision feeds directly into the operator's compensation.
USALI Revenue Centers and Their 2026 Indonesian Tax Treatment
| USALI Revenue Center | Typical Lines | VAT | Regional Tax |
|---|---|---|---|
| Rooms | Nightly rate, packages, prepaid bookings | No VAT | Hotel tax up to 10% of the taxable base |
| Food and Beverage | Restaurant, banquets, room service | No VAT | Restaurant tax up to 10% |
| Spa and Wellness | Treatments, memberships | 11% | Service-specific levies vary by regency |
| Laundry and Parking | Guest services, valet | 11% | Local parking tax may apply where levied |
| Entertainment Venues | Karaoke, bar, nightclub | 11% | Entertainment tax of 40% to 75% |
What Are a Hotel's Main Compliance Obligations in Indonesia?
A hotel must meet applicable tax, licensing and corporate reporting obligations; whether its financial statements require an audit depends on its circumstances.
A hotel obtains applicable business licensing through Online Single Submission (OSS) and meets its tax and corporate reporting obligations. The sequence below outlines the main steps.
Audit and reporting requirements depend on the company's circumstances, applicable laws and lender agreements. Check the relevant authority and filing channel rather than assuming an OSS risk category automatically requires an audit.
Step 1: Incorporate and Register Through OSS
The operator incorporates a PT — a PT PMA for foreign investors — and obtains its Business Identification Number (NIB) and applicable risk-based licenses. Check the current KBLI code for the property's hotel classification in OSS; KBLI 55110 under the 2020 classification has been split into several 2025 codes. A PT PMA must declare at least IDR 2.5 billion in paid-up capital under Investment Coordinating Board (BKPM) Regulation No. 5 of 2025, so foreign investors should review the minimum capital of a PT PMA in Indonesia before incorporating.
Step 2: Obtain Tax Registrations
Directors and the company secure their tax identification numbers (NPWP). The hotel registers as a Taxable Entrepreneur (PKP) if required, or may register voluntarily when eligible. These registrations are free; PKP status enables the property to meet its VAT invoicing and reporting obligations.
Step 3: Adopt a USALI-Mapped Accounting System
The property sets its chart of accounts to USALI and documents its revenue and lease policies under the applicable SAK framework. It also integrates the property management and point-of-sale systems so daily data feeds the monthly close without rekeying.
Step 4: File Monthly Returns and Payments
PKPs generally file VAT returns by the end of the following month. Withheld PPh 21, PPh 23 and PPh 26 are generally paid by the 15th and reported by the 20th. Sanctions accrue monthly, so one missed date compounds quickly.
Step 5: Close the Year, Audit and Report
The corporate income tax return is due within four months of the financial year end, which is 30 April for a calendar-year hotel. Whether an audit or financial-statement filing is required depends on the applicable company, regulatory and lender requirements. Hotels can engage providers of statutory financial auditing and reporting services in Indonesia where an audit is required.
2026 Filing Calendar for Hotel Companies in Indonesia
| Obligation | Frequency | 2026 Deadline | Filing Channel |
|---|---|---|---|

| PPh 21 (employee income tax) | Monthly | 15th of the following month (payment); 20th (filing) | Coretax |
| PPh 23 and PPh 26 withholding | Monthly | 15th of the following month (payment); 20th (filing) | Coretax |
| Regional hotel and restaurant tax | Monthly or per local rules | Set by each regency or city | Regional revenue office e-filing system |
| Corporate income tax return (annual SPT) | Annual | Within four months of the financial year end (30 April) | Coretax |
| Audited financial statements (where required) | Annual, if applicable | Per the applicable company, regulatory or lender requirement | Check the relevant authority and filing channel |
Conclusion
Hotel accounting in Indonesia involves several layers. These include USALI departmental reporting, SAK financial statements, 2026 tax rules and a monthly filing calendar. The 0.5% final MSME rate remains available to some qualifying businesses. Getting each layer right is what turns a property's daily data into statements that banks, owners and the tax office all trust.

Regional hotel tax is generally capped at 10% under Law No. 1 of 2022. The applicable base, including service charges, depends on local rules. Major resort destinations such as Bali commonly apply the full 10%, and the tax is filed with the local revenue office.
A business making taxable supplies generally must register once qualifying turnover exceeds IDR 4.8 billion in a financial year. Smaller eligible businesses may register voluntarily. PKPs charge VAT on taxable supplies and file monthly returns; accommodation and food and beverage subject to regional tax generally do not attract VAT.
Hotel companies use the applicable SAK framework issued by the Ikatan Akuntan Indonesia. Under full SAK, PSAK 115, PSAK 116 and PSAK 216 address revenue, leases and fixed assets respectively. Management reporting for owners and operators typically follows USALI.
