BKPM recorded IDR 1,931.2 trillion in investment realisation in 2025. That was up 12.7 percent year on year.
In this blog, we compare six opportunities for domestic and foreign founders, explain their licences and startup complexity, and set out the 2026 registration sequence. Our Guide to Start Business in Indonesia covers the groundwork in more depth.
Which Small Business Opportunities Fit Indonesia in 2026?
Service and trading models can be lighter starting points, while food processing and insurance require more capital, approvals and operational controls.
Entity choice comes first. Founders using domestic capital commonly consider a local limited company (PT), while a venture with foreign capital will commonly use a foreign investment company (PT PMA). The selected KBLI (Indonesia Standard Industrial Classification) activity code, ownership structure, risk level and location determine the licences and conditions that apply, so foreign-investment eligibility should be checked before incorporation.
Budgeting also starts early. The minimum capital of a PT PMA in Indonesia is usually assessed through an investment plan of more than IDR 10 billion, excluding land and buildings, for each five-digit KBLI code at each project location, subject to applicable exceptions and the current Online Single Submission (OSS) rules. The six fields below range from lower-complexity services and trading to tightly regulated, capital-intensive operations.
1. Meat Processing and Packaging
Food processing can serve retailers, hotels, distributors and export buyers. It is a capital-intensive model because production premises, cold-chain logistics, equipment, hygiene systems and supply controls must be planned together. A Business Identification Number (NIB) alone does not replace food-safety, location or product requirements.
BPJPH has confirmed that, as at 10 October 2026, the next halal implementation stage is due to begin on 18 October 2026. Food and beverage businesses should assess whether their products, ingredients and services fall within the applicable BPJPH halal requirements. They should also review HACCP-based controls and any sector-specific approvals.
2. Insurance
Insurance is a regulated financial-services business rather than a low-cost small-business entry. OJK reported that 117 of 147 insurance and reinsurance companies had met the applicable 2026 minimum-equity requirement by August 2026. This illustrates the sector's capital and governance threshold.
A founder considering an insurance company, broker or related model should obtain specialist advice before committing capital. Key areas include the relevant OJK licence, ownership conditions, fit-and-proper requirements, equity rules and ongoing supervision.
3. Furniture Products
Furniture trading, sourcing and manufacturing can serve domestic retailers, hospitality buyers and overseas customers. Starting as a trader or sourcing business can reduce the initial operational burden compared with establishing a factory, while still requiring strong supplier, quality-control and logistics processes.
For wood-based products, exporters should check the applicable Timber Legality Verification System (SVLK) documentation and destination-market requirements before accepting export orders. Additional OSS risk-based requirements may apply depending on the KBLI and operating model.
4. Consultancy Firm
Indonesia's business, tax and investment rules reward specialist knowledge, and a consultancy can launch with modest capital. Typical clients are foreign investors entering the market and local firms scaling up. Choosing the right partner matters; our companion piece on top consulting firms in Indonesia how to choose right partner sets out the selection criteria.
5. Buying Agent
Importers worldwide rely on local agents to inspect goods, negotiate prices and coordinate shipments with Indonesian suppliers. The role demands language skills, sector knowledge and a reliable network more than capital. Vetting counterparties protects your margin from day one; the Necessity of Background Check for Business Partners is explained in our companion article. Where the agent handles goods, importer licensing may apply depending on the KBLI and operating model.
6. Travel Agency
Tourism has rebounded strongly, from Bali's beaches to adventure destinations across the archipelago. A travel agency needs a travel-business licence, depending on the KBLI and operating model, plus a steady internet connection and disciplined digital marketing. What Should You Compare Across These Six Business Ideas?
Consultancy, buying-agent work and furniture trading can be lighter starting points, while food processing and insurance need deeper capital and regulatory preparation.
The comparison below helps founders separate lower-complexity service or trading models from regulated and capital-intensive opportunities. It is a shortlist tool, not a licence determination: the final position depends on the KBLI code, risk classification, location, ownership structure and operating plan.
Review the entity, customer, approval path and foreign-investment conditions together before paying incorporation or premises costs.
Six Business Fields at a Glance for 2026
| Opportunity | Target Customer | Likely Entity | Key Licences and Approvals | Foreign-Investment Considerations | Startup Complexity |
|---|---|---|---|---|---|
| Meat processing and packaging | Retailers, hotels, exporters | PT or PT PMA | NIB, halal certificate (BPJPH), HACCP-based food safety | Open to foreign investors; higher capital and land requirements | High |
| Insurance | Individuals and corporate clients | Locally incorporated company within OJK rules | OJK licence, substantial paid-up capital | Foreign-ownership limits apply under OJK regulations | High |
| Furniture products | Export buyers, domestic retailers | PT or PT PMA | NIB, export permits, SVLK for wood products | Generally open; export logistics experience helps | Medium |
| Consultancy firm | Businesses and investors entering Indonesia | PT or PT PMA | NIB; field-specific professional recognition | Broadly open to foreign professionals | Low |
| Buying agent | Overseas buyers and local suppliers | PT or PT PMA | NIB; importer licences where goods are handled | Open; counterparty vetting is essential | Low to medium |
| Travel agency | Domestic and inbound tourists | PT or PT PMA | NIB and the applicable OSS Standard Certificate for the selected travel-business KBLI | Open within tourism-sector conditions on the priority list | Low |
Which Sectors Need Specialised Approvals Before Launch?
Every model needs an appropriate entity, KBLI code, NIB and tax registration, while regulated activities require further approvals before they begin operating.
Specialised approval does not replace standard incorporation; it layers on top of it. Food and beverage products fall under mandatory halal certification in phases administered by BPJPH, with later deadlines for smaller enterprises. Insurance is licensed by OJK. Wood furniture exports require SVLK verification, and travel agencies register with the tourism authorities.
Retail expansion and franchise formats add another layer — What Compliance Should Franchise Businesses Manage in Indonesia outlines those duties. Where your line is open under the government's investment priority list, most licensing flows through the Online Single Submission (OSS) platform under BKPM oversight. The table below separates the two regulatory paths.
Specialised Approvals vs Standard Registration
| Regulatory Path | Typical Sectors and Activities | What Registration Involves |
|---|---|---|
| Specialised approvals apply | Meat processing and halal food lines; insurance; wood furniture exports; travel agencies | Standard incorporation first, then halal certification (BPJPH), OJK licensing, SVLK verification or tourism permits before trading |
| Standard registration may suffice | Consultancy; buying-agent services; non-wood furniture trading; most B2B services | Notarised deed, AHU legalization, NIB through OSS-RBA, NPWP, then PKP VAT registration once turnover approaches IDR 4.8 billion |
How Do You Register a Small Business in Indonesia?
The right sequence is to confirm the activity and ownership model first, then complete incorporation, OSS registration, tax registration and any sector approvals.
Registration follows a set sequence, whether you choose a local PT or a PT PMA:
- Select your entity and KBLI code. The five-digit KBLI classification drives your Business Identification Number (NIB) and licence set. It must match your real activity.
- Execute the notarial deed. The notary legalises it through the Ministry of Law's Indonesian Company Registry (AHU) system.
- Secure your NIB. It is issued through the Online Single Submission Risk-Based Approach (OSS-RBA) platform. It consolidates most basic licences.
- Register for tax. Obtain your Taxpayer Identification Number (NPWP). Then register as a VAT-able entrepreneur (PKP) when annual gross turnover exceeds IDR 4.8 billion. Registration below that threshold is voluntary.
- Clear sector approvals. Halal certification, OJK licensing, SVLK verification or tourism permits follow, depending on your field.
On cost, official establishment tariffs under Government Regulation No. 30 of 2026 range from IDR 300,000 to IDR 5 million. The exact fee depends on authorized capital. A straightforward PT PMA typically involves a total cash outlay of IDR 28 million to IDR 73 million. This usually spans four to eight weeks. Our step-by-step guide to company registration in Indonesia explains the cost.
Running obligations include these deadlines:
- PPh 25 instalments fall due on the 15th of each month.
- Withholding and VAT returns are due by the 20th or month-end.
- Corporate annual returns fall due within four months after the tax year ends (30 April for calendar-year taxpayers).
The corporate income tax rate is 22 percent in 2026. VAT applies at an effective 11 percent on most transactions. The statutory rate is 12 percent under Minister of Finance Regulation No. 131 of 2024. The Directorate General of Taxes (DJP) confirms this.
Larger entities may also need statutory financial auditing and reporting services in Indonesia as turnover grows. Quarterly Investment Activity Reports (LKPM) go to BKPM through OSS.
Conclusion
Indonesia in 2026 rewards founders who match their model to the real regulatory cost. Consultancy, buying-agency work and furniture trading remain low-complexity entry points. Meat processing and insurance suit better-capitalised players with patience for sector approvals. Whichever path you choose, the sequence is the same: entity, deed, NIB, NPWP, then licences.

Frequently Asked Questions
Foreign founders commonly use a PT PMA, while the permitted ownership and licensing position depends on the selected KBLI code, the business model and any sector-specific conditions. Regulated sectors, including insurance, require additional OJK review and should not be assumed to be open on the same terms as ordinary services.
Government Regulation No. 30 of 2026 revised Ministry of Law non-tax revenue tariffs from 1 August 2026. The government establishment tariff depends on authorised capital and reaches IDR 5 million for authorised capital above IDR 5 billion. Notarial, address, translation, advisory and sector-licensing costs are separate, so total costs depend on the business model and scope.
The KBLI is Indonesia's business activity classification. Your selected code drives the OSS risk classification, the NIB pathway and the licences or certificates that may apply, so it must reflect the activity the business will genuinely carry out.
Food and beverage businesses should assess whether their products, ingredients and services fall within the applicable halal requirements. BPJPH has confirmed that the next mandatory-halal implementation stage is scheduled for 18 October 2026, but the precise obligation depends on the product category, business scale and applicable transitional rules.
Ongoing obligations can include bookkeeping, tax filings, VAT compliance if registered as a PKP, LKPM investment reporting where applicable, and sector-specific reporting. A PT must also maintain its corporate records and meet the reporting requirements that apply to its business activity and size.
