In 2026 Indonesia's corporate NPWP is issued automatically through OSS-RBA, yet many new companies still cannot file a single tax return.
In this guide, we discuss tax registration in Indonesia for a new company. We map the fixed sequence that runs from NPWP badan issuance, through Coretax activation, to PKP (VAT) registration. We also cover the monthly obligations that start the moment each step is completed.
What Does Tax Registration in Indonesia Involve After Incorporation?
Tax registration in Indonesia for a new company follows a fixed sequence: corporate NPWP, Coretax activation, then PKP registration once thresholds are met.
A PT PMA's obligations begin the moment its NIB is issued through the Online Single Submission system (OSS-RBA). They do not wait for revenue to start. Tax registration and activation run on one clock. Banking, sector licensing, BKPM investment reporting, and monthly tax filing run on separate clocks from day one.
The most common mistake foreign founders make is assuming incorporation paperwork equals tax readiness. In practice, a company can hold a legally issued NPWP on paper. Yet some institutions will not open a corporate bank account until the NPWP is confirmed active in DJP records. It may also be unable to issue a VAT invoice or run payroll. Banks and BPJS each apply their own verification checks. Founders should confirm the specific NPWP status each institution requires before submitting an application.
Completing the right checks before incorporation also reduces delays later. Founders preparing to enter the market should review pre-incorporation checks before registering a PT PMA. They should also budget for government fees early by understanding the company setup costs foreigners face in Indonesia.
What Is an NPWP Badan and How Is It Issued in 2026?
An NPWP badan is the corporate taxpayer identification number that governs every tax obligation of the company as a legal entity.
The NPWP badan is issued by DJP and applies to the company itself — not to any director, commissioner or shareholder personally. It governs corporate income tax, employee withholding tax, supplier withholding tax and VAT once PKP status is obtained.
Since Indonesia integrated OSS with the tax system, the NPWP is usually issued automatically alongside the NIB for most new registrations. That automation, however, is not the complete picture, as the steps below show.
1. Automatic Issuance Through OSS-RBA
When a company completes registration on OSS-RBA and receives its NIB, NPWP registration is triggered through the same digital workflow. The company should still confirm that the NPWP shows as active in Coretax, not merely issued. Some banks and BPJS offices check this status directly, and their exact requirements vary by institution.
2. The New 16-Digit Format
The old 15-digit NPWP is being replaced by a 16-digit format, with corporate entities receiving a prefix attached to their existing registration number. The validated 16-digit identity is tied to Coretax account activation: companies without it cannot access the portal, issue invoices or run payroll through the system.
3. Supporting Documents
Automatic issuance still requires supporting documents:
- Deed of establishment authenticated by a licensed notary
- Ministry of Law and Human Rights approval (SK Kemenkumham)
- The NIB
- A certificate of domicile
- Director passports for foreign nationals
- The KTP and individual NPWP of the designated local person in charge
Most of these documents are not uploaded separately. Automatic issuance draws on the company's OSS-RBA registration data. DJP may request them for verification, so keep them on file and ready to submit through Coretax if asked.
NPWP, Coretax and PKP at a Glance
| Credential | What It Is | When Required | What It Unlocks |
|---|---|---|---|
| NPWP badan | 16-digit corporate taxpayer identification number | At incorporation, automatically via OSS-RBA | All tax filings, bank accounts, business transactions |
| Coretax account | Mandatory unified tax platform access | Within the first week after NPWP issuance | Monthly filings, tax invoices, payroll withholding, payments |
| PKP status | Taxable Entrepreneur VAT registration | Mandatory above IDR 4.8 billion turnover; optional below | Issuing faktur pajak and claiming input VAT credits |
Why Is Coretax Activation Not Automatic?
Coretax activation typically requires the following, none of which happen automatically after NPWP issuance:
- A designated local person in charge
- An electronic certificate
- A director's individual NPWP, where eligibility depends on the authorised representative's status
Coretax, governed by Ministry of Finance Regulation No. 81 of 2024, is now the mandatory unified platform for all Indonesian tax services: taxpayer registration, return filing, payment, audit communication and document management.
A company that has its NPWP but has not completed Coretax activation cannot file monthly tax returns, generate valid tax invoices or process employee withholding tax submissions. Activation should therefore begin within the first week after NPWP issuance — it is an immediate necessity, not a secondary administrative task.
1. Appoint a Person in Charge (PIC)
Appoint a local Indonesian individual as the person in charge (PIC). The PIC is generally expected to hold a valid KTP and an individual NPWP. Eligibility can depend on the authorised representative's status, so verify current DJP and Coretax guidance. The company submits the PIC's KTP and individual NPWP through Coretax to link the corporate entity to the platform. A company resolution or power of attorney should record the appointment as evidence.
2. Obtain the Electronic Certificate and Director NPWP
The director generally needs an individual NPWP before the company can file anything. A separate authorized person must hold the electronic certificate (sertifikat elektronik). This holder may be the director or the local PIC, but the roles can also sit with different people. The exact holder requirements can depend on the authorised representative's status under current DJP guidance. Director access credentials and tax roles are configured within Coretax as part of this step.
3. Set Up Taxpayer Account Management (TAM)
Taxpayer Account Management (TAM) is the Coretax module that consolidates a company's NPWP, director access, electronic certificate, tax roles and PKP status into a single taxpayer account. Once credentials are in place, the company must configure TAM before the first filing cycle begins, so that every obligation can be met through one account.
When Does PKP Registration in Indonesia Become Mandatory?
PKP registration in Indonesia becomes mandatory once annual turnover crosses IDR 4.8 billion; below the threshold it is voluntary.
PKP (Pengusaha Kena Pajak, or Taxable Entrepreneur) status is the VAT registration that authorizes a company to collect and remit Value Added Tax. It is a distinct credential from the NPWP and requires a separate application, including a physical or virtual site visit and evidence of the company's business location.
Without PKP status, a company cannot issue tax invoices (faktur pajak) and cannot claim VAT credits on its purchases. The statutory VAT rate is 12% under PMK No. 131 of 2024, although most business-to-business transactions are billed at an effective 11% rate, with the higher rate reserved for luxury goods and certain sectors.
1. The IDR 4.8 Billion Threshold
A PT PMA registered as a PKP must issue VAT invoices through Coretax for every taxable supply. Registration becomes compulsory once annual revenue reaches IDR 4.8 billion. Turnover must be monitored continuously, because crossing the threshold triggers a registration obligation rather than a discretionary one.
2. Why Voluntary PKP Registration Can Pay Off
Voluntary PKP registration can pay off because it lets a new company recover input VAT credits on early capital expenditure and supplier invoices. It also makes the company a complete counterpart for B2B customers who need a valid tax invoice to claim their own input VAT. The main trade-off is the added compliance workload: monthly VAT returns, e-faktur issuance and Coretax VAT record-keeping.
Monthly and Annual Filing Deadlines
| Obligation | Description | Deadline |
|---|---|---|
| PPh 25 | Monthly corporate income tax prepayment | 15th of each month |
| PPh 21 | Employee withholding tax on salaries | 20th of the following month |
| SPT Masa Unifikasi | Unified monthly withholding return, including PPh 23 | Monthly, via Coretax |
| SPT Tahunan PPh Badan | Annual corporate income tax return | April 30 of the following year |
What Are the Main Tax Obligations Once the Accounts Are Live?
The main obligations are:
- PPh 21, PPh 25 and the unified withholding return, filed monthly
- The monthly VAT return (SPT Masa PPN) for PKP companies
- The annual corporate income tax return (SPT Tahunan PPh Badan)
Once tax registration is complete, three monthly obligations and one annual obligation run in parallel for the company. The filing calendar should be synchronized within Coretax so deadlines are tracked centrally. The duties are not all triggered the same way, however. PPh 21 applies once payroll runs, PPh 23 once taxable payments occur, and PPh 25 once an installment is assessed.
PKP companies must also file the monthly VAT return (SPT Masa PPN) through Coretax. Other withholding obligations can also apply depending on the transaction. The annual obligation is the SPT Tahunan PPh Badan — the corporate income tax return. It is filed by April 30 of the following year. It also finalises the year's corporate income tax and sets the PPh 25 instalment for the year ahead.
The full set of monthly tax obligations for Indonesia PT PMAs follows a fixed rhythm. Our separate guide to Coretax CTAS in 2026 covers the reconciliation steps PT PMAs must complete before each cycle.
1. PPh 25 — Monthly Corporate Income Tax Prepayment
PPh 25 is the monthly corporate income tax prepayment. It is triggered once the company has an assessed instalment — usually after the first annual Corporate Income Tax Return — and it continues monthly through the year. The instalment is paid by the 15th of the following month, and the return is reported through Coretax by the 20th.
2. PPh 21 — Employee Withholding Tax
PPh 21 is triggered once payroll runs for local or foreign employees. It is withheld from salary payments that constitute taxable employment income under DJP rules. Certain exempt benefits and payments below the non-taxable threshold fall outside its scope. It is calculated using the Effective Rate method introduced under PMK-168/2023. The withheld amount is remitted by the 15th of the following month. The return is reported through Coretax by the 20th.
3. SPT Masa Unifikasi — Unified Monthly Withholding Return
The SPT Masa Unifikasi is triggered by taxable payments to resident suppliers or service providers, including PPh 23 and other withholding items. It consolidates those monthly withholding tax returns into a single Coretax filing. The unified return is reported through Coretax by the 20th of the following month, with reconciliation completed before each cycle.
Recommended Onboarding Timeline
| Step | Action | Timing |
|---|---|---|
| 1 | Confirm NPWP badan is active in DJP records | Immediately after NIB issuance |
| 2 | Appoint local PIC and submit KTP plus individual NPWP | First week after incorporation |
| 3 | Activate Coretax, e-certificate and TAM | Within the first week after NPWP issuance |
| 4 | Assess and complete PKP registration | First quarter, or on approaching the threshold |
| 5 | Synchronize the monthly filing calendar | Before the first filing cycle begins |
What Is the Correct Onboarding Sequence for a New Company?
The correct sequence is:
- Confirm the NPWP badan and appoint a PIC
- Activate Coretax and TAM
- Decide on PKP
- Synchronize the filing calendar before the first monthly cycle
Treating these steps as a sequence matters because each one gates the next:
- A technically issued NPWP that is not activated can stall banking and BPJS registrations where the institution's verification requires live DJP status.
- A Coretax account without PKP status cannot issue faktur pajak.
- An unsynchronized calendar leads to missed PPh 25 and PPh 21 deadlines in the very first month.
In practice, we help clients complete the sequence below within the first weeks after incorporation. This keeps the company fully operational before its first invoice or payroll run.
1. Confirm the NPWP Badan Is Active
Verify with DJP that the 16-digit corporate NPWP shows as active in the system, not merely issued on paper. Some banks and BPJS registration processes will reject or hold an application if the record is not yet live in the tax database. Confirm the institution's exact NPWP status requirement before applying.
2. Appoint the Local Person in Charge
Designate a local Indonesian individual and submit their KTP and individual NPWP through Coretax to link the corporate entity to the platform. This should be done within days of NPWP issuance.
3. Activate Coretax and Configure TAM
Register the director's credentials and obtain the electronic certificate. Then set up Taxpayer Account Management so all tax roles and access rights are configured before the first filing cycle.
4. Decide on PKP Registration
Assess turnover trajectory and input VAT exposure. Register voluntarily if early capital expenditure or B2B customers make input VAT credits valuable; register mandatorily once turnover approaches IDR 4.8 billion.
5. Synchronize the Filing Calendar
Map the filing deadlines inside Coretax:
- PPh 25 payment: 15th of the following month
- PPh 21 payment: 15th of the following month
- PPh 21 return and PPh 25 return: 20th of the following month
- Unified monthly return: 20th of the following month
- Annual SPT Tahunan: April 30 of the following year
Conclusion
Tax registration is a sequence, not a single form:
- NPWP badan issued through OSS-RBA
- Coretax activation with a local person in charge and Taxpayer Account Management
- PKP registration when turnover or input VAT exposure warrants it
Skipping or reordering any step stalls banking, invoicing and payroll.

Frequently Asked Questions
Yes. Since OSS was integrated with the tax system, the corporate NPWP is usually issued automatically alongside the NIB through OSS-RBA. However, activation in Coretax is not automatic. A local person in charge, an electronic certificate and director credentials are typically involved. Eligibility can depend on the authorised representative's status under current DJP guidance.
No. The NPWP is the foundational taxpayer identification number every company must hold, while PKP is the separate Taxable Entrepreneur designation that authorizes VAT collection. PKP requires its own application, including a site visit, and is mandatory once annual turnover exceeds IDR 4.8 billion.
PKP registration becomes mandatory once annual revenue reaches IDR 4.8 billion under PMK No. 131 of 2024. Below that threshold it is voluntary, but early registration can be beneficial for companies with significant capital expenditure or B2B sales, as it allows immediate input VAT credits.
No. Under Ministry of Finance Regulation No. 81 of 2024, Coretax is the mandatory unified platform for all tax services. A company whose account is not activated cannot file monthly returns, issue valid tax invoices or process employee withholding tax submissions.
Where the company's legal documents are valid and management data is accurate, the 16-digit corporate NPWP can typically be issued within one to three working days, and in some cases on the same day through the Coretax DJP platform.
